Studies conducted in 2001 regarding the Technological Foresight of Transport and Logistics in Uruguay: looking towards 2015, and subsequent studies, focused on the need to have a deepwater port on the Atlantic coast as a long-term project. The current scenario of prompt congestion on the ports of the region and the sustained transport growth, make appropriate the consideration of a detailed analysis of the mentioned project. The current vision throws more accurate data for decision-making of a project of this scale. We will analyze the strategic situation, the immediate, close and distant horizon of regional river-sea transport and other technical and logistical implications, as well as its sustainability and possible legal framework. Both the maritime horizon (Vorland) as the terrestrial horizon (Hinterland) present excellent scenario perspectives. In this paper we will stop in possible solutions to the challenge posed by the port horizon (Umland) and its alternatives.
Estudios realizados en el año 2001 sobre Prospectiva Tecnológica de Transporte y Logística en Uruguay: mirando al 2015, y otros estudios posteriores, focalizaron la necesidad de disponer de un puerto de aguas profundas en la costa atlántica como proyecto a largo plazo. Elescenario actual de cercana congestión de los puertos de la región y el crecimiento sostenido del transporte, hacen pertinente la consideración de un análisis detallado de dicho proyecto. La visión actual arroja datos más precisos para la toma de decisiones de un proyecto de esta envergadura. Analizaremos la situación estratégica, el horizonte inmediato, cercano y lejano del transporte fluvial-marítimo regional y otras implicancias de carácter técnico, logístico, así como la sustentabilidad y posible marco jurídico. Tanto el horizonte marítimo (Vorland)[1] como elhorizonte terrestre (Hinterland) presentan un escenario de excelentes perspectivas. En el presente trabajo nos detendremos mas en posibles soluciones ante el desafío que plantea el horizonte portuario (Umland) y alternativas posibles.
